Anyone with young ears will probably hear it in Rotterdam: the annoying buzzing of mosquitoes. The devices with the high beep hang in places where young people cause nuisance. And that works, says the municipality of Rotterdam. The problem figures leave. The ‘mosquitoes’ are therefore a stay in the Maas city.
Rotterdam chose to use mosquitoes again four years ago. In places where other actions such as police control did not have sufficient effect. 22 were hung at seventeen locations throughout the city. According to the municipality, the nuisance, especially noise at night, was so bad there that residents barely slept.
The annoying zoom, a frequency that especially young people hear well, had an effect, according to an evaluation. The nuisance decreased considerably, as did the number of complaints from neighbours. The devices have already been left in six places.
The mosquito is often more effective than enforcement, is the conclusion: ‘That only has a short effect: the troublemakers disappear when the police arrive and come back as soon as the police leave again.’
Mosquitoes are not just used, it is emphasized: ‘The mosquito will never be the first remedy to be used in case of nuisance, but is a good alternative to heavier means such as camera surveillance and area bans’.
The Rotterdam ‘mosquitoes’ do not buzzing constantly, but only when there is a nuisance. Local residents can turn on the device remotely for a certain time between 22:00 and 6.00 a.m.

Rotterdam – The use of a high-pitched beeping sound that only young people can hear has proven to work very well in Rotterdam to combat youth nuisance. Almost everywhere where the municipality has used the ‘mosquito’ in recent years, the nuisance and the number of complaints from residents have dropped considerably.
Crooswijk, Bloemhof, Pendrecht, Noord, Delfshaven, Schiebroek: the mosquito is used in all sorts of places in the city. In the past four years, a total of 22 mosquitos have been placed on squares or at porches where young people like to hang out. In total, this involved 17 locations, six of which have since been demolished and the mosquito has been removed. In those places, the enthusiasm to turn it on was not that great or the nuisance has completely disappeared. In the latter case,the device can always return.
Police
The beep actually seems to ensure that young people seek refuge elsewhere. And they keep looking, because when the police are deployed, for example, they often simply return as soon as the police officer has left. The use of the mosquito has led to a decrease in the number of nuisance reports at almost all locations. Residents often indicate that they are very satisfied and also feel more involved in their environment because they can use the mosquito themselves. Sometimes the approach has been expanded with camera surveillance because the problems proved persistent
Time clock
These days, it’s about ‘smart’ mosquitoes that can be turned on by residents when there is a nuisance. Sometimes the devices also work with a timer. This was chosen because mosquitoes that are always on are also annoying for young people who don’t cause any nuisance at all.
Aboutaleb
The use of irritating beeping sounds was started four years ago by mayor Aboutaleb. He wrote to the city council: ‘In the past four years, the municipality has received three complaints about a beeping sound, in which the complainant thought it was a mosquito. Upon further investigation, all three turned out not to be about a mosquito.’
